Brief Introduction To Putuo District Shanghai



Geographical Location
Putuo District is located in the northwest of Shanghai City, adjacent to Jing’an, Changning, Jiading and Baoshan districts. Covering an area of 55.53km2, the district governs 8 sub-districts and 2 towns. With 14km of Suzhou Creek winding through, Putuo District has a shore line of 21km.
 
Population
By the end of 2015, Putuo District has a permanent population of 1,288,000, including a registered population of 894,700 and a migrant population of 343,500.
 
Location Advantage
Putuo District is situated in northwest of central Shanghai. As the starting point of Shanghai-Nanjing Development Axis, Putuo is an important on-land gate and transport hub of Shanghai to connect the Yangtze River Delta and the extensive inland. Putuo has a developed external transportation network, with 10km from Hongqiao Comprehensive Transportation Hub, and 50km from Pudong Airport. “Zero Transfer” is realized at Shanghai West Railway Station where Shanghai-Nanjing Intercity Railway, Metro Line 11,Metro Lines 15 and 21 in planning converge and form regional comprehensive three-dimensional traffic. In addition, the entry section of G2 Beijing-Shanghai High-Speed penetrates this area with S5 Shanghai-Jiading Expressway in the north.  National Highways G204 and G312 both start from the district reaching out to Yangtze River valley, northeastern and northwestern China.  Putuo also has a developed internal transportation network with the Inner, Middle and Outer Ring Roads and Metro Lines 3, 4, 7, 11 and 13 traversing through to connect with central districts and neighboring suburban areas.
History & culture
The Putuo District was established in December 1945, originally named the thirteenth district and changed to its current name in January 1947 after the Putuo road in this area. It is located in the north western part of Shanghai where the city and rural outskirts merge. This district covers an area of 55.47 square kilometers and borders Zhabei District on the east, Jiading District on the west, Changning and Jing’an District on the south and Baoshan District on the north. By the end of the year 2007, it has a permanent residential population of 1134 thousand people, or 319.9 thousand households, including a non-native population of 237.7 thousand people. The Putuo District is made up of eight sub-districts and two towns.
The Putuo District is the junction of road transportation in western Shanghai, known as Shanghai’s ‘west hall lounge’. The Shanghai-Nanjing Railway and the Shanghai-Hangzhou Railway join together at the Shanghai West Railway Station in this area. The Zhennan Road and the Cao’an Road are respectively the starting point of national road No.204 and No. 312. The Shanghai-Jiaxing Highway begins in its northwestern part and the Shanghai-Nanjing Highway its western part. The city’s inner loop highway, outer loop highway and the Mingzhu Line (subway line 3) also run across this district.
As an old industrial zone, the Putuo District was one of the cradle lands where Chinese Communist Party had led workers’ revolutions. Early activists of Chinese Communist Party such as Li Qihan, Deng Zhongxia, Xiang Ying, Li Lisan, Liu Shaoqi had all led workers’ revolutions in this district. This area used to depend on textile or flour industries in the past. However, with the policy of reform and opening-up, it has developed into a comprehensive industrial park with various industries in a short time. Due to the development of real estate, logistics, commerce, modern urban industry and the third industries such as tourism and service in the market economy, its economy is growing every year. Next, Putuo is to become the modernized trade market for Shanghai and the Yangtze River Delta economic zone as well.
The Putuo District used to have many squatter settlements, among which Tanzi Wan, Panjia Wan, Zhujia Wan, Yaoshui Lane were the most well-known in old Shanghai. It started to build Shanghai’s first workers’ residential quarter, Caoyangxin village in 1951 and gradually set up more than 60 residential quarters. In 1992, the Putuo District started a third wave of house building. In the last decade, the old squatter settlements have all been renewed or reconstructed and more than 300 skyscrapers and hundreds of modern buildings have been established, among which are the 2150 thousand square kilometers Shanghai Wanli City, a representative case of the development of new city and the 1600 thousand square kilometers Zhongyuan Liangwan City, a representative case of the reconstruction of old city. The renewal and modernization of old city has enabled the perfection of the city infrastructure such as roads and bridges. Now, the whole district is making efforts to build a new Putuo.
Among the tourist attractions of the Putuo District are Jade Buddha Temple, famous for its two white-jade statues of Sakyamuni with one seated and the other one reclining; Zhenru Temple, ranked as cultural heritage under state protection in 1996 and which holds annual Zhenru Cultural Temple fairs; Huxi Mosque, one of the large mosques in Shanghai; Huxi Workers Cultural Palace, Shanghai’s largest garden-like cultural palace; Changfeng Park, famous for its beautiful scenery , the ocean world beneath the ornamental lake and Shanghai International Flower Festivals which are held every other year and also Changshou Park, Haitang Park, Weilaidao Park, etc.
Comprehensive Strength
In 2015, Putuo District took initiative to adapt to and actively lead economic new normal. It focused on the development of key areas including Taopu and made breakthrough in solving crucial problems of reform, innovation-driven restructuring and open economy development, economic transition and upgrading, renovation of dilapidated area and industrial structure adjustment. It made important progress in cooperation with major research institutions and universities. The regional financial gross income in 2015 reached RMB 28.42 billion, recording a year on year growth of 10.94 %. During the 12th five-year period, the regional financial gross income rose 13.14 % annually on average. Among them the added value of service sector accounted for 86.66 %, 5 %  higher than five years ago. The district-level tax revenue of modern service industry including scientific service, merger and acquisition, accounted for 18.52 %, and that of commerce and trade accounted for 15.14 %.
Industry Layout
Putuo has stressed on achieving innovation-driven development as well as economic transformation and upgrading. The tertiary industry accounted for 86.66% of the regional GDP. The district-level tax revenue on modern service industry rose 13.62%, accounting for 18.52% of the total district-level tax revenue. The district-level tax revenue on commerce and trade increased by 5.56%, accounting for 15.14% of the total. “Four New” economy keeps flourishing in the district, and 11 enterprises have been listed on New Three Board and OCT market. A number of low-level markets have been closed along Caoyang Road.  Friendship Store in the district has become one of the first test shops on tax-refund for overseas visitors while leaving the nation. It completed the first transaction in Shanghai.
In 2015 Putuo made an Implementation Opinion on Upgrading Area Scientific Innovation Ability in order to state the district’s functional position and innovation layout. The district introduced 28 policies in 6 categories in order to cooperate with the construction of scientific innovation center in Shanghai. Twenty seven creative spaces registered records in Putuo and invested 1.92 billion yuan. In the district there are 3 municipal, 12 district level technology centers. It added 20 high and new technology enterprises and 6 municipal level “scientific giant enterprises.” A creative consortium made up of over 20 creative spaces has been set up, making it the first district level creative consortium in Shanghai. Putuo started scientific service coupon test to encourage sharing of scientific resources. The construction of major projects and functional platforms has been accelerated on a number of national centers, including software engineering research center and robot test and assessment center. The district also strengthened cooperation with research institutions and colleges to  complement each other’s advantages and interests.
Service Economy
Putuo District has witnessed rapid development in the new system of open economy. In 2015 it attracted contractual foreign investment of USD 1.534 billion,  30.69% high year-on-year. The actual foreign investment increased by 15.33% to USD 709 million. It introduced domestic registered (subscribed) capital RMB 26.596 billion yuan, a year on year increase of 38.72%. It newly invited 4 multinational companies to set up their regional headquarters. The number of total regional headquarters has reached  9. Putuo has kept improving environment for business operation and promoted investment in functional areas. Investment promotion centers have been set up and improved. It set up a complete SME service system with 17 municipal level agencies. The total tax revenue from key buildings was RMB 6.972 billion yuan, up by 12.85%. The construction of credit system for enterprises has been pushed forward in a stable manner and supervision has been greatly strengthened.
Key Areas
During the 13th Five Year Plan (2016-2020), Putuo District is determined to make full use of its strength and resources. This includes  accelerating a series of major projects to  develop  the “One Axis and Two Wings” layout. The layout comprises transforming Taopu Area, turning Wuning Road into an axis for innovation, building the northern wing area into a model for urban transformation and the southern riverside area as a vital business zone.
I Wuning Innovation Axis
Wuning Road is not only the main path to access the urban area and the Yangtze-River Delta region but also an important hub for local businesses and industries. We aim to turn the road into an innovative axis, that leads the transformation and development of the whole district. A series of projects will be conducted, including the renovation of Shanghai West Cultural Palace, the construction of Metro Line 14 & 15, as well as the upgrade of Wuning Road. With  active support from scientific research institutes along the road, we will kick off  construction of Citic Technology Fortune Plaza,  relocation of National Robot Testing and Evaluation Center, and  renovation of Bailian Zhonghuan Shopping Mall. Strong ties with local universities including East China Normal University and Tongji University is also on the cards.
II A Model Zone for Urban Transformation in the Northern Area
The northern area covers Taopu Smart City and Zhenru area. During the 13th Five Year Plan, we aim to push  the transformation of Taopu area and accelerate  development of both areas. It will be a model zone of urban transformation and development in north-west Shanghai. We will build stronger partnership with districts of Baoshan and Jiading to serve as bridge connecting the Yangtze-River Delta region and be further involved in the “One Belt, One Road” initiative.
Taopu Smart City
In 2013, Taopu area was listed as a key zone in the municipal industrial restructuring. Taopu Smart City covers an area of 7.9 kmsquare km, including 4.2 kmsquare km of core zone, east of Nanxiang-Hejiawan section of Beijing-Shanghai Railway, west of Outer Ring Road, south of Shanghai-Ningbo Railway and north of Shanghai-Jiading Expressway. As planned, the developed floor area will reach 4.27 million square meters.
In recent years, great progress has been achieved in the Taopu Area’s transformation. The municipal party committee and city government introduced an official document “The Action Plan to Accelerate the Transformation and Development in Taopu Area.”  Adhering to the high-quality and high-level development requirements, we have drawn a regulatory plan for the 4.2 kmsquare km core region in Taopu and will draft 27 another detailed specific plans accordingly. We also finalized the design proposal for Taopu central green land. As an intensive adjustment measure, we closed down 31 parking lots, 1,001 low-end logistic enterprises, 404 warehouses and Taopu Thermal Power Station to push forward the transformation of enterprises with low production. We now have 163 hectares of land reserves, which amounts to 55 percent of the target.
During the 13th Five Year Plan, Taopu will adopt an open, market-based system in line with the developmental vision for areas along the Huangpu River as well as for  downtown metropolis area. We will insist on a small-scale, high-density, and human-centric approach with  high cash incentive to step up the integrated development of industry and city. It includes a green ecological system with low-carbon emission and a humane urban design. All the above will make Taopu a model zone in urban transformation and development with strong core competitiveness.
By 2017, we aim to complete the construction of the central green land and reach the target of land reserves. By the end of the 13th Plan period, the general development framework of Taopu Smart City will be in place with various breakthroughs achieved in regional transformation.
Zhenru Area
Located between Inner Ring Road and Middle Ring Road, Zhenru area is next to Shanghai-Ningbo Expressway, Shanghai-Jiading Expressway and Riverine Expressway. It covers an area of 6.21 kmsquare km, including 2.43 kmsquare km of core zone.
During the 12th Five Year Plan, we  attained land reserves of 32.33 hectares and land leases of 12.25 hectares as well as three functional projects with accumulated area totaling 500,000 square meter . Shanghai West Railway Station has been put in use. We shut down low-end markets including Shanhua Fruits and Vegetables Market and Caoyang Fruits Market and accelerated the re-construction of Hongqi Village in the district. To develop an ecological modern district, we  ensured the “Shanghai Zhenru Sub-center Green Building Standards.”
During the 13th Five Year Plan, we will speed up the restructuring of low-end markets and focus on improving the district's image and urban environment. We will also accelerate the re-construction of Hongqi Village and build an ecological zone for cultural and recreational activities. It includes a cultural park. We intend to gain support from the department of railway by strengthening the connection between Shanghai West Railway Station and cities in Yangtze-River Delta. This  will maximize the station’s position as a transportation hub. On the road front, underground, ground and over-ground spaces have been connected across Liquan Road, Lishang Road and Phase II of Zhenhua Road to use them as  comprehensive traffic network.   Cheung Kong (Holdings) Limited will complete key functional projects such as Upper West Shanghai by to further develop the metro complex with a focus on drawing to the district more headquarters and enterprises in R&D and services. A business cluster and public spaces for cultural events is also going to be built.
III South Wing Area
The south wing includes Changshou and Changfeng business areas as well as Zhonghuan commercial hub. Putuo will develop “waterfront economy” at its south wing as part of the district’s 13th five-year plan.  
As the south wing is alongside Suzhou Creek, Putuo will facilitate the area with more greenery, culture venues, renovated embankment, riverside public space and non-motorized transport like sidewalk and bike lanes.
After a facelift, the area will be an ideal destination for business, travel and cultural activities as well as a landmark of Shanghai Style inhereting history and creating the future.
Changfeng Business Area
Changfeng business area is a 2.2 square kilometers area to the north of Suzhou Creek, adjacent to Zhenbei Rd. in the west, Daduhe Rd. in the east and Jinshajiang Rd. in the north. .
By the end of the last year of 12th five-year plan, Putuo Merger and Acquisition Finance Gathering Area has integrated industries such as financial service, MICE (Meetings, Incentives, Conferences, and Events), culture and tourism as well as innovation technology.
Projects completed and under construction totals 2.36 million square meters. The financial zone also has 204 hectares of land in reserve. More than 2,000 enterprises settle down here together with their over 20,000 employees.
It has been built as a highland of financial investment in Putuo and included in the reform of Shanghai’s tertiary sector.
Putuo has built a corridor along the 2.7 kilometers of riverbank of Suzhou Creek which houses a trademark museum, Jackie Chan’s film studio, Suzhou Creek Industrial Civilization Museum, a yacht club and Museum of Mergers and Acquisitions. The Suzhou Creek cruises have been resumed.
According to the 13th five-year plan, Changfeng business area will further integrate financial institutions, funds, trade associations, think tanks, investment banks as well as professional services to develop financial industry.
The area will improve its traffic network and build more public spaces and facilities to become an important gathering area of business headquarters around the city.
Zhonghua Commercial Hub
Zhonghua commercial hub takes Middle Ring Road as the central axis. It is to the south of Suzhou Creek, adjacent Caoan Rd. in the north, Daduhe Rd. in the east and Qilianshan Rd. in the west. It covers an area of 4.5 square kilometers. It has been officially recognized as a municipal commercial center since 2009.
It created a national e-commerce demonstration base in 2015 which has been included in Shanghai’s earliest smart business circles. More than 1.7 million square meters of space in the area has been put into use. Commercial facilities  space reached 800,000 square meters. Large shopping centers in the area include Bailian Zhonghuan Shopping Mall, the NGS 118 Plaza, METRO, B&Q and Redstar Macalline. Shanghai Friendship Store is among the earliest duty-free shops in Shanghai. Tiandi Technology Valley is a municipal demonstration base for culture and creative industries.
Zhonghuan will introduce and cultivate enterprises major in third party e-commerce transactions and services, electronic payment and cross border e-commerce in line with its 13th five-year plan.
Putuo District will take further move to build the brand of “Golden Zhonghuan”, promote the construction of Zhonghua smart commercial area and upgrade the area with big data technology. It will cultivate businesses like smart illuminating, education equipment, mobile game and Internet film and television.
Changshou Business Area
Changshou business area neighboring Jing’an and Changning districts covers 5.37 square kilometers spanning across the Suzhou Creek . .
Thanks to the efforts made to  promote the economic transformation and the comprehensive environmental improvement in the past five years, the area has more than 40 key office buildings and five culture and creative industrial parks with a total construction area of 106,800 square meters. It included M50 creative park on Moganshan Road, Tanjia 28 and China 1912 creative industry park. It is one of the most concentrated areas of office buildings in Putuo. Together with service industry facilitating  business, recreation and hotels there is a considerable regional business circle. Putuo will further dig into the waterfront culture, and enhance the functions of commerce and business, culture and creativity, catering and entertainment, and tourism and recreation by relying on the building resources and optimizing spatial layout, and build a world-class modern service cluster to demonstrate Shanghai’s image as a fashion city.
Putuo will speed up the development of Caojiadu next  to Changning and Jing’an. Underground space and waterfront views as well as an overpass corridor connecting various buildings in the area are major aspects of a new round of construction.
It will form an emerging area together with Huxi Workers Cultural Palace and Yuexing Global Harbor with improved traffic conditions and greenery and integrate with historical buildings and memory of the city to become a unique place combined with culture, art and business.

Cooperation and Communication
Putuo will carefully carry out instructions given by Central and Municipal Committees to strengthen domestic cooperation and communication, further enhance the sense of responsibility and mission, actively take the initiative to strengthen cooperation with relevant areas of domestic provinces and municipalities in friendly exchange and economic and trade cooperation, and accelerates regional economic development in the process of serving the Yangtze River Delta area, Yangtze River basin and the whole country. By March of 2015, Putuo District had established friendship with a total of 43 cities and regions across the country. Altogether 106 administrative bodies of various levels from brother provinces and districts have set up offices in Putuo, in which there are 16 provincial offices. About 3,000 enterprises are attracted to invest in Putuo every year. The district government also supports and encourages local enterprises to invest and seek development in other provinces and cities. There are dozens of local companies having investment throughout the country, especially in central and western regions of China, with a total investment of some 20 billion yuan.

Prospect of Putuo
Upholding the great banner of socialism with Chinese characteristics, guided by the direction Marxism-Leninism, Maoism, Deng Xiaoping Theory, “Three Represents” and the Scientific Outlook on Development, and in the practice of the spirit of a series of important lectures  by President Xi Jinping, Putuo District sticks to Four Comprehensives. They are: adopting ideals of innovation, coordination,  and openness in  the whole process of development; focusing  on improving development quality and benefits; conducting innovation-driven development, and; economic restructuring and upgrading. The district will display the restructuring of Taopu Town as a model to adopt reform and innovation as growth drivers; implement environment upgrades as breakthroughs; guarantee and improve residents’ living status; coordinately develop economy, politics, culture, society, ecological civilization and the Party organization to contribute greater to Shanghai’s efforts to become a global innovation center, an international financial, economic, shipping and trade and modern socialist international metropolis. By 2020, Putuo District will form the function layout of “One Axis and Two Wings” to  complete construction of practices area and ecological zone suitable for living, innovation and businesses that concretely represent  “Better City and Better Life.”.

Brief Introduction To Songjiang District Shanghai



Geographic Location and Transportation

Songjiang district is in the Yangtze Delta, in the southwest of Shanghai and along the upper and middle reaches of the Huangpu River. Songjiang is a core area to Shanghai and the Yangtze Delta region thanks to its transportation network, including the Shanghai-Hangzhou High-speed Railway, Shanghai-Hangzhou Highway (G60), Shanghai-Qingpu-Pingwang Highway (G50), Tongsan Expressway (G1501), Jiading-Jinshan Highway (G15) and Airport Highway (S32). Metro Line 9 provides quick access from Songjiang to downtown, making Songjiang an increasingly important gateway to Shanghai in the southwest.
Area
Songjiang district covers an area of 604.67 square kilometers, which is 9.5% of the total area of Shanghai. In the shape of a ladder, 87.91% of the area is land and the remainder is covered with water.
Physical Features
Songjiang district is in the low-lying area of Taihu Lake valley, which is very low in physical features with 27,000 hectares only about 3.2 meters above sea level.
Climate
Songjiang has a subtropical monsoon climate. It is temperate and moist with four seasons. In 2013, the average temperature for the year was 17.5 degrees Celsius, 1.3 degrees higher than average. There were 2,042.5 hours of sunshine, 242.6 hours more than average, and 1,160.9 millimeters of rainfall, 7.3 millimeters less than average. The highest temperature was 41.2 degrees Celsius and the lowest -4.0 degrees.
Water Resources
Songjiang’s water resources come from the Huangpu River, which gets its water from Dianshan Lake, Taihu Lake and Tianmu Mountain in Zhejiang Province, and then empties itself into the sea. All the rivers in the area are tidal ones.

History and Culture

Songjiang, once called Huating in ancient times, and also known as Yunjian, Rongcheng and Gushui, is a famous town south of the Yangtze River. In 751 of the Tang Dynasty, Songjiang was named Huating County. In 1277 during the Yuan Dynasty, it was named Huating Prefecture, which was changed to Songjiang Prefecture the next year. Then in 1895 in the Qing Dynasty it was developed into Songjiang Prefecture with Huating, Shanghai, Qingpu, Lou, Fengxian, Jinshan, Nanhui and Chuansha Counties subject to it. In 1912, when the prefecture was abolished, Huating and Lou were merged into Huating County. After liberation, the area became known as Songjiang Special District. In March 1958, it was called Suzhou Special District, and in November, it became a county of Shanghai. Then in February 1998, the State Council approved it to be a district.
By the end of 2013, Songjiang District governed 11 towns and four sub-districts. There are 185 neighborhood committees and 86 village committees in the district. In Songjiang there are state-level economic and technology development zones, the state-level Songjiang Export Processing Zone and Sheshan National Tourism and Resort Area. It’s a key area to be developed as Shanghai is shifting its development focus from urban to rural during the 12th Five-Year P eriod.
From 2003 to 2012, Songjiang received numerous awards including: international garden city from the United Nations Environment Programme (UNEP), National Hygienic District, National Model Green City, National Landscaping Advanced City, National Ecological Water Conservancy District, China Human Settlement Model Award, National Double Support Model City, National Science Popularization Model City, National Cultural Relic Protection Model District and Top 10 Leisure City of China. Other honors include: National Leading Peace Construction District, National Leading Amateur Sports Activity Unit, National Advanced Economic Census Unit, National Model District on Using Land Intensively and Economically, National Leading Civil Air Defense Unit, National Model City for the Disabled, National Leading District on Legal Publicity, National Model District on Community Red Cross Service, National Leading Unit on Elderly Care, National Model City on Sunshine Home.

Economic Development

Economic Figures
In 2013, the economy of Songjiang realized stable development despite a complex situation both domestically and abroad, along with additional pressure due to efforts to restructure the economy. The GDP rose 3.5% year-on-year to 91.75 billion yuan (US$15.04 billion). The primary industry realized added value of 872 million yuan, up 2.6% from 2012. The secondary industry edged up 1.9% with added value of 54.4 billion yuan, and the service sector jumped 6% with added value of 36.477 billion yuan.
Fiscal Income
Fiscal income realized rapid development. In 2013, fiscal income reached 30.262 billion yuan, rising 9% from 2012. Among them, local fiscal revenue soared 17.2% to 10.347 billion yuan. And tax revenue increased 9.2% to 29.068 billion yuan.
The ranking of Songjiang among districts and counties in Shanghai suburbs
In 2013, Songjiang’s export volume ranked first among all districts and counties in Shanghai’s suburbs, and five other economic indicators including added value, total industrial output value, total fiscal income and contractual foreign investment. Bank deposits were the third most among all suburban districts and counties.
Industrial Structure
The industrial structure improved steadily in recent years. In 2013, the proportion of tertiary industry added value is 1.0:59.3:39.7, and the proportion of added value of the secondary industry dropped 1.7 percentage points from 2012, while the proportion of tertiary industry’s added value rose 1.6 percentage points, reaching a historical high.
Investment Structure
Songjiang accelerated the adjustment of fixed-asset investments. In 2013, the secondary industry received 7.457 billion yuan in investment, dropping 13.4% from a year ago, while tertiary industry investment rose 18.3% to 21.431 billion yuan. The proportion of tertiary industry investment is 0: 25.8:74.2. The ratio of secondary industry among total fixed-asset investment dropped 6.4 percentage points from 2012, while the tertiary industry rose 6.4 percentage points.

Development Plan

New Town Construction
Songjiang New Town is now complete. The construction of Songjiang New Town’s international ecological business district made smooth progress, including Dongming Hotel and Wanda Plaza. The construction of Guangfulin Culture Zone continues. The construction of Culture Exchange Center, Zhiye Temple and Ancient Architecture Zone has been completed. And the investment attraction in Thames Town has achieved bigger advancement.

Songjiang University Zone
Songjiang University Zone lies in the northwest corner of Songjiang New Town. The project was started in 2001 with a total area of 4.83 million square meters, including Shanghai Foreign Language University, Shanghai Institute of Foreign Trade, Shanghai Lixin University of Commerce, Donghua University, Shanghai University of Engineering Science, East China University of Political Science and Law and Shanghai Institute of Visual Arts.

Songjiang Economic and Technology Development Zone
The transformation and upgrading of industrial zones has accelerated. Songjiang Industrial Zone has been upgraded as a state-level economic and technology development zone, attracting investment in the Internet of Things, a data center and software park. Songjiang Export Processing Zone has accelerated its transformation into a comprehensive bonded area. In 2013, the industrial zone had total output value of 223.215 billion yuan, accounting for 58.5% of total industrial output in the district. It attracted contractual foreign investment of US$284 million yuan, accounting for 35.8% of the district’s total contractual foreign investment. It had total exports worth US$28.809 billion, accounting for 80.5% of the district’s total, and had a fixed asset investment of 3.39 billion yuan, accounting for 11.7% of total investment in the district.

Sheshan National Tourism and Resort Area
Sheshan National Tourism and Resort Area is famous for its history, culture and religious sites. It’s the only naturally hilly resort in Shanghai. In 2013, the area received 5.89 million visitors, rising 19.6% from 2012 and accounting for 56% of all visitors to Songjiang District. In the meantime, various scenic spots in the area witnessed further improvements, including the completion and opening of Shanghai Playa Maya Water Park in Happy Valley’s phase II project, and the smooth progress made with Shanghai Shimao New Experience Intercontinental Hotel and Shimao New Experience Center.

Brief Introduction To Jinshan District Shanghai


Jinshan District covers a total land area of 611 square kilometers and has a population of 800,000, including 9 towns, 1 sub-district and a municipal-level Jinshan Industrial Park. Jinshan is in the southwest of Shanghai, north of Hangzhou Bay, neighboring Songjiang and Qingpu Districts in the north and Fengxian District in the east, and bordering Pinghu and Jiashan in Zhejiang Province in the west. Thus it's at the economic center of the Yangtze River Delta region. With the opening of Hangzhou Bay Bridge to traffic, Jinshan enjoys excellent transport in China's most dynamic region - the Yangtze River Delta.
In Jinshan district there are seven expressways: G15, G1501, G 60, S4, S19, S32 and S36. So far a comprehensive transportation network has been formed in Jinshan, enjoying links between Shanghai and Zhejiang Province, and an important part of Hangzhou Bay area.
The existing Shanghai-Hangzhou railway and Shanghai-Hangzhou-Ningbo Railway run through northern Jinshan. The Jinshan sub-line of Shanghai-Hangzhou Railway connects with the southern Jinshan petrochemical city, and it has been upgraded into an inter-city high-speed railway.
Fengjing Town: The town covers a total area of 91.66 square kilometers, which is divided into four construction blocks: Industrial block - Shanghai Fengjing Industrial Park (municipal-level industrial zone) with an area of 15.8 square kilometers; township block - an area of 9 square kilometers ; business & travel block - an area of 2.5 square kilometers; modern agriculture block - an area of 62 square kilometers.
Zhujing Town: The town covers an area of 77.11 square kilometers with abundant rivers. Land and water transportation is convenient with rich resources. Stainless steel, medicine, clothing, electronics are pillar industries of the town. There are many tourist attractions in the area and it is famous for folk arts, among which Jinshan peasant paintings are widely known.
Tinglin Town: It is one of the 22 central towns in the new urban plan for Shanghai. It covers an area of 122.27 square kilometers in the northeastern of Jinshan District. It has the oldest district-level industrial park with 3.1 square kilometers already developed. The park, with complete infrastructure and excellent functional layout, has shown the momentum of development, and it is the backbone of Tinglin Town's industrial economy.
Caojing Town: The town covers an area of 44.92 square kilometers. Tingwei road and Jinshan railway extension are on the west of the town, while Shanghai-Hangzhou Highway, Puwei Road, Pudong Railway are to the east. Caolang and Zhucao Roads run across the town territory while the A4 and A5 highways run through the town. Caojing Water Recreational Village at Reservoir Village is one of the trial recreational projects built for the Expo 2010 Shanghai China.
Jinshanwei Town: The town has an area of 54.93 square kilometers, with 10.78 square kilometers in the south as Shanghai Fine Chemical Industry Park. Chashan ancient cultural sites include Wanshou Temple, Gu Guanguang Cemetery, Li Yi'e Martyrs Cemetery, the Japanese-invasion Landing Site and Zhangqiao Mutton Village.
Shanyang Town: The town is a key development area of Jinshan with a total area of 42.12 square kilometers. The "Three Islands of Jinshan" form the first marine nature reserve in Shanghai. With deep cultural heritage and brilliant folk culture, the town is known as a "cultural hometown."
Langxia Town: The town is a city-level modern agricultural park with a total area of 51 square kilometers. The agricultural processing zone has been named as a national model base by the Ministry of Agriculture. The zone covers an area of four square kilometers, focusing on the deep processing of agricultural products, bio-medicine and other pollution-free industrial projects.
Luxiang Town: This is one of the hometowns of Chinese peaches in the mid-west of Jinshan District. It is west of Jinshan Industrial Zone, east of Xinli Town in Pinghu City, Zhejiang Province, north of Zhangyan and Langxia towns, and adjacent to Zhujing and Tinglin towns in the north. Luxiang is China's largest peach base with an area of nearly 10,000 mu. Among the species, "Huangmo" peaches are the most well-known with an area of 5,000 mu.
Zhangyan Town: This is in the southeast of Jinshan District with a total area of 35.15 square kilometers. The town has, according to legend, Qin Hill where Emperor Qinshihuang once climbed and looked east toward the sea (also known as Qinwang Hill, Qinshihuang Hill, Qinzhu Hill) and a Southern Society Museum. The S19 and S4 highways, Songwei South Road, Caolang Road, Jinshi Road, Songjin Road and Jinzhang Road runs across the town, and Zhangjing River, Shantang River, Niuqiao River, Zishi River are the main water transportation network in town.
Sinopec Sub-district: It covers an area of 19.13 square kilometers, located in the southwest of Shanghai and at the edge of Hangzhou Bay. In the sub-district, you can find a large chemical company - Sinopec Shanghai Petrochemical Co, Shanghai's most remote urban community and the city's only urban beach. It is the political, cultural and business center of Jinshan District.
Jinshan Industrial Park: It is one of the nine municipal-level industrial zones in Shanghai supported by the municipal government. It was established in 2003 with an area of 58 square kilometers. Merck opens research center in Pudong

Merck, a German multinational pharmaceutical, chemical and life sciences company, recently announced the completion of its research and development (R&D) center in Pudong, Shanghai.
The new facility is aimed at helping local biotech and pharmaceutical companies accelerate their development and production of new medicines, which is an important move for the German company in their attempts to make further inroads in China.
The R&D center will grow into Merck's largest dedicated to developing customized cell-culture medium in the world, and it will undertake the company's global research projects and customized cell-culture medium development projects.
The local R&D center is capable of greatly reducing the time its clients have taken to develop new medicines, according to a spokesman from the company.
"Chinese biotech and pharmaceutical companies used to mail their customized cell-culture medium abroad for a test to be conducted by our centers, which usually takes months," Han Xiangzong, director of Merck's upstream technology R&D in China, said. "The new center in Pudong houses Chinese-speaking scientists and they can offer a high quality service to our Chinese clients to help them speed up their research."
According to Merck, the new facility will be expanded to 1,000 square meters with more than 20 scientists and engineers in 2019.
The German company is positive about the Chinese market and it has invested €250 million ($268 million) in China, according to Benoit Opsomer, vice-president of Merck's life science business.
In 2016, it announced its intention to establish a life science center in Nantong, Jiangsu province and built its first end-to-end biological process development center in the Asia-Pacific region in Shanghai the following year. In September, Merck erected a production base of disposable technology products in Wuxi, Jiangsu province.
"China is going to be a very important market in healthcare," Christian Martin, global marketing manager of Merck's upstream biotechnology, said. "That explains why we have increased our investment in China and we believe we can offer more better medicines for Chinese patients."
Founded in 1668, Merck is the world's oldest operating chemical and pharmaceutical company as well as one of the largest pharmaceutical companies in the world, and it has major research and development centers in Darmstadt, Boston, Tokyo and Beijing.

Pudong speeds up patent approval process for inventions

Pudong New Area of Shanghai has built itself into a center of intellectual property rights protection with the authorization period for invention patents being drastically shortened from three years to around three months, according a recent announcement from the intellectual property protection center in the district.
The China (Pudong) Intellectual Property Protection Center, since being launched in last February, has provided speedy review, verification and rights protection services for enterprises mainly in the fields of high-end equipment and biomedicine, helping innovative enterprises obtain patent authorization faster and assisting strategic industries to seize opportunities in the international market.
To date, more than 300 companies have been listed in the center's quick review system, 80 percent of which are private companies.
"This is the most efficient policy I have ever seen related to this," said Zhang Dianli, president of Flyingwings Robotics Technology Co, a leading intelligent robot service provider in Shanghai.
He noted that the company went through the reviewing process and attained the patent within three months after filing, which not only protects the company's inventions and innovation, but also is conducive to the company competing in the international market.
The authorization period for practical patents has also shortened from eight months to one month, and design patents from six months to one week.

Pudong New Area in Shanghai will rev up efforts to improve services and create a favorable business ecosystem for enterprises, said Wen Zuliang, Party secretary of Pudong at the 2018 Shanghai Forum Themed Zhejiang Entrepreneurs in the World and the 10th Member Representative Conference of Zhejiang Chamber of Commerce in Shanghai, on Jan 3.
The proposed moves include the construction of environments conducive to efficient regulations and policies, internationally competitive business, a level playing field for companies to operate, the luring of the desirable talents, and improved services for enterprises.
Specifically, Pudong will fully implement a wide range of supportive and tax reduction policies in Shanghai so as to reduce burdens for enterprises. Non-tax income only accounts for 0.2 percent of total fiscal revenue.
More efforts will also be made in intellectual property rights protection and a more open and tolerate attitude towards new business models. Companies in Pudong are encouraged to thrive by experimenting with new technologies, developing new products, and expanding new markets.
As talents are considered as driving forces for the growth of the companies, a public service platform for talents and businesses will be introduced. To date, a total of 125,000 overseas professionals have settled in Pudong.
In the past 28 years, the 1,210-square-kilometer Pudong New Area has transformed from being largely undeveloped into an instrumental part of modern Shanghai with advanced infrastructure. In 2018, the district recorded a gross domestic product of over 1 trillion yuan ($145.4 billion) - the first time the GDP broke this key threshold.
The forum, held in celebration of the 40th anniversary of China's reform and opening up, attracted over 1,500 representatives and government leaders from organizations in Shanghai and East China's Zhejiang province.

Shanghai's Pudong paves pathway for science and technology industry

Science and technology industries, namely integrated circuits (IC), biomedicine and intelligent manufacturing, are seeing an unprecedented boom in Pudong New Area of Shanghai thanks to a host of preferential policies recently issued by the special district.
Zhangjiang AIsland, a specialized artificial intelligence (AI) hub in Zhangjiang Science City of Pudong New Area, is now home to a collection of local startup firms, industry giants such as Microsoft, Alibaba, CloudWalk Technology, and a research facility affiliated with Tongji University.
The 66,000-square-meter zone, in addition to gathering together top global AI enterprises, also serves as a testing base for the application of new technology, according to Yuan Tao, chairman of Shanghai Zhangjiang Group and the operator of the zone, adding that the core products developed by AI companies will be applied in various areas including intelligent security, speech recognition and machine vision.
As a center of scientific and technological innovation in Shanghai, Zhangjiang Science City has also laid out plans for the IC and biomedical industries. It inaugurated Shanghai Integrated Circuit Design Industrial Park, located in Zhangjiang High Tech Park, on Nov 28, 2018.
To boost the burgeoning biomedical industry, Pudong has planned four industrial bases with a total area of nearly 10 square kilometers.
In addition to the favorable land policies, capital market also plays a pivotal role in helping science and technology companies grow faster. The Yangtze River Delta (YRD) Capital Market Service Base, a joint venture between Pudong New Area and the Shanghai Stock Exchange, officially opened in Zhangjiang Science City on April 10, aiming to provide comprehensive services to innovative science and technology enterprises in the YRD region.
"Over the course of development, Shanghai Pudong New Area and China (Shanghai) Pilot Free Trade Zone (FTZ) has always adhered to institutional and technological innovation to drive the industrialization of scientific and technological achievements," said Hang Yingwei, head of Pudong New Area and executive deputy-director of Shanghai FTZ.
In 2018, the total output value of the IC industry in Shanghai FTZ exceeded 100 billion yuan ($14.91 billion) for the first time, accounting for more than 70 percent of the city's total.

Pudong to develop into global resource allocation center

Pudong New Area in Shanghai has been striving to develop into a global resource allocation center since 2011, and it is now extremely close to achieving this goal.
Home to 13 state-level factor markets and a plethora functional financial infrastructure, Pudong has some of the most complete financial factor markets and most active traders in the world.
France-based Societe Generale plans to set up a joint securities firm in Pudong. He Xin, director of the company's global financial market department, explained that Pudong's abundant financial factor markets and financial infrastructure would be a huge benefit to the company.
The China Central Depository & Clearing Co Shanghai Headquarters was inaugurated in Pudong in December 2017, bringing together five functional platforms – a cross-border bond issuance center, a cross-border bond settlement center, the China Bond Collateral Security Business Center, the China Bond Financial Valuation Center, and the Shanghai Data Center.
Several other companies have recently set up operations as well. SGE International launched in 2014, an international reinsurance platform launched in 2018, and the Shanghai-London Stock Connect will open this year.
All these factors are helping to bolster China's position in the international financial sector.

Pudong's rising profile has also made it the location of a number of high-level conferences. The Baltic and International Maritime Council (BIMCO), the world's largest international shipping association, held its 2019 conference in Pudong this February for the second time, during which it announced that it will be setting up the SmartCon Asia Development and Support Center.
SmartCon is a digital ecosystem, co-developed by BIMCO and Microsoft, which integrates various standard shipping contracts recognized by BIMCO and has been widely used by over 3,000 shipping-related enterprises in 109 countries and regions worldwide.
BIMCO opened its Shanghai Center office in Pudong in 2013, which has already developed into a regional center in Asia.
The New Development Bank (NDB), also known as BRICS Development Bank, established in Pudong in 2015, has lent its support to projects all over the world. It has aided in urban development and environmental protection in Brazil, helped develop ancient towns in Russia, constructed rural roads in India, and built transportation infrastructure in South Africa.
The bank, the first international financial organization to set up operations in Shanghai, has approved loans of about $8 billion over the past three years, and plans to approve an additional 7 to 8 billion dollars this year.
The International Network of Financial Centers for Sustainability (FC4S) set up its Asia-Pacific Center in Pudong last October. The network will bring together global financial centers to discuss the development of green finance in Pudong.
Its members include financial powerhouses such as London, Paris, New York, Luxembourg and Dublin, as well as cities in countries involved in the Belt and Road Initiative such as Astana and Casablanca.
Many multinationals also saw the untapped potential of the Chinese market and set up their regional and global R&D centers in Pudong.
By the end of last year, Pudong housed the headquarters of over 600 enterprises, of which 304 are multinationals. The number accounted for nearly half of Shanghai's total.
In the future, Pudong will take full advantage of the opportunities brought about by its China (Shanghai) Pilot Free Trade Zone. It will implement a number of innovative foreign-invested projects and accelerate the development of offshore trade, intermediary trade and service trade, so as to continue to improve its global resource allocation capacity.

Shanghai is located in the Yangtze River Delta. The municipality sits on the southern edge of the estuary of the Yangtze River in the middle portion of the East China coast. It borders the provinces of Jiangsu and Zhejiang to the north, south and west, and is bounded to the east by the East China Sea.
Shanghai is the commercial and financial center of China, and ranks 5th in the 2018 edition of the Global Financial Centres Index (and third most competitive in Asia after Singapore and Hong Kong) published by the Z/Yen Group and Qatar Financial Centre Authority. It also ranks the most expensive city to live in Mainland China, according to the study of Economist Intelligence Unit in 2017. It was the largest and most prosperous city in East Asia during the 1930s, and rapid re-development began in the 1990s. This is exemplified by the Pudong District, a former swampland reclaimed to serve as a pilot area for integrated economic reforms
There are 16 districts under Shanghai's administration: Songjiang, Changning, Fengxian, Jingan, Jiading, Jinshan, Baoshan, Yangpu, Xuhui, Qingpu, Huangpu, Hongkou, Minhang, Putuo, Pudong New Area, and Chongming.
Jiading covers a 464-square-kilometer area to the northwest of Shanghai, adjoining Shanghai's Baoshan and Potuo districts on the east, the city of Kunshan, Jiangsu on the west, Shanghai's Minhang, Changning and Qingpu districts on the south, and Taicang, JiangsuI on the north. The Liuhe River borders it to the north and Wusong River to the south. It has flat terrain that is slightly higher in the northeastern part.

The Jiading, Wenzaobang, Lianqi and Loutang rivers, which flow into the Yangtze and Huangpu rivers, run west to east across the Baoshan district, while the Yantietang, Hengli, and Xinchapu rivers run south to north of Jiading into the Wusong and Liuhe. The total length of Jiading's rivers more than 1,800 km and it has a water surface ratio of 7.71 percent.

Jiading is the site of Shanghai International Automobile City and has convenient transportation, with the district government 30 km from downtown Shanghai, 75 km from Pudong International Airport, and about 25 km from Hongqiao Airport, the Shanghai Railway Station, and the Zhanghuabang International Container Dock. Passing through the district are the Shanghai-Nanjing Railway, Shanghai-Hangzhou Outer Ring Railway, and Beijing-Shanghai High-Speed Railway.

Shanghai Metro's Line 11, which also passes through Jiading, is open and work on Line 13 (the Jiading section) has begun. It has more than 1,000 km of highways, with the G15 (Shehai Expressway), G2 (Jinghu Expressway) and S5 (Hujia Expressway).

The district has 90 bus routes covering all of its towns as well as downtown Shanghai and suburban areas with a total length of 1,000 km. It can provide 760 taxis via GPRS smart phones and has 26 inter-province bus routes, to the cities of Hangzhou, Suzhou and Kunshan, and 146 transit bus routes from Jiangsu, Zhejiang, AnhuiShandong, Henan, Sichuan, and Hubei provinces. Its waterways handle 11.5 million tons of freight annually.

The district has one of the country's best international communications networks and, by the end of 2011, had 413,500 fixed-phone line customers, 94,700 IPTV customeers, 232,200 broadband network users, and 223,700 CDMA movable voice users. It has a total of 1.7 million mobile phone customers, with 300, 000 registered by 2011. It has backed the MONET project, a joint effort of the Shanghai government and China Telecom, using optical broadband transmission, with the idea of "megabytes for households, gigabytes for buildings, and terabytes for export", and service for 185,000 families in the district.

Jiading has plentiful power, gas, and water, with a power-supply reliability near 99.98 percent. The Shidongkou Power Plant and East China Grid Co cover its power consumption for industries and living, which was above 8.07 billion kWh, in 2011. The nation's west-to-east gas pipeline project can meet the natural gas needs of Jiading, and 349,735 people used more than 135 cubic meters of natural gas, in 2011. The district's drinking water comes from the Yangtze River through a water channel built in 1997, with the Jiading Water Supply Co supplying 159 million tons of water, in 2011, a year-on-year increase of 1.27 percent, and 133 million tons of it with a water quality qualified of 99.55 [percent????].

Jiading is making optimal use of its agriculture and is reducing the planting area for grain and commercial crops and the scale of animal husbandry and aquatic products. It is currently focusing on special agricultural products such as grapes, Hami melons, and towel gourds, and has 20 agricultural brands, such as the Malu grape. It has 6,000 hectares for ecological agriculture, such as Jiabao Ecological Forest and Jiangqiao Ecological Park and is developing agricultural tourism in places like the Jiading Modern Agricultural Park. It also has 3,176 hectares of protected fields, established online agricultural services, and 144 farmer cooperatives.

Jiading has a development strategy for science and education and talented personnel that depends on scientific and technological progress and innovation to build a new industrial system. Enterprises in those fields got approval for 273 national and municipal projects, in 2011, an increase of 24.6 percent, year-on-year, which brought national and municipal subsidies of 86.26 million yuan, an increase of 54 percent year-on-year. The district has set up two technology business incubators for Shanghai, which attracted 152 enterprises, in 2011. That same year, two of its enterprises won "National Innovative Enterprise" awards, while 16 were recognized as Shanghai Scientific and Technological Cultivators, 10 were added to the National Torch Program's key hi-tech list, and 92 were recognized as National High-Tech Enterprises, bringing the total to 315.

.Jiading is also a Ministry of Education reform pilot for rural education, a Prairie Fire Program demonstration site, and a quality-oriented education pilot. In 2011, it had 57 pre-school places, 24 primary schools, and 34 middle and high schools, attending to 23,906 pre-school children, 31,018 pupils, 18,135 middle school students, 5857 high school students, 4756 vocational school students, and 152 special school students.

Jiading has an abundance of historical and cultural relics, and its culture business and activities are thriving, with a culture center, museum, library, youth activity center, radio and TV station, and the Lu Yanshao Art Gallery. It has five historic sites with municipal protection and 54 with district protection and occasionally schedules cultural festivals, such as the Culture Festival, Chrysanthemum Festival, and Art Festival. It also promotes folk arts, such as bamboo carving, Xuhang straw-weaving, and Nnaxiang steamed buns. It also has traditional sports activities, such as martial arts and board games and has held international competitions, such as a marathon, heel-and-toe walking race, and judo, as well as national competitions in table-tennis, weiqi (go), Chinese chess, martial arts, and football. Its sport facilities include a chess room, gymnasiums, martial arts schools, swimming pools, and a sports center. Jiading host an annual FIA Formula One World Championship race at the Shanghai International Circuit, built in 2004. The district also held a boccia competition for the 2007 Special Olympics World Summer Games and entertained players and coaches from 60 countries and regions.

Jiading cooperates as a Primary Health Care Center and is a pilot China Health City, recognized by the World Health Orgnization. It is an advanced work area for primary health care, and has six level-IIhospitals, with 2,856 beds, and 14 private medical institutes, with 150 beds.

Jiading also has many scenic spots, with most of its and Nanxiang's historical sites recognized as "Historic Towns of China" by the Ministry of Housing and Urban-Rural Development and the State Administration of Cultural Heritage. The district's Fahu Tower and Zhouqiao Old Street, built during the Song Dynasty, were the central part of the city of Lianqi, the predecessor of Jiading town. The southern part of Jiading has the Confucius Temple, built in 1219, with splendid halls and corridors. On the east side of it is the Danghu Academy, Shanghai's only academy, built in the Qing Dynasty. Huilongtan Park is also a tourist attraction in the old town [separated by water from the Confucius Temple]. Qiuxiapu, a famous classical garden park, consists of private gardens belonging to the Gong, Shen, and Jin families during the Ming Dynasty and the town's Temple. And there are a pair of pavilion-style pagodas in Nanxiang, with a graceful appearance and a history of more than 1,000 years. Also situated in the town of Jiangqiao are the Huang Family Plantation (Garden), built in 1928 and famous for its rare trees. Jiading also has some places for recreation such as Shanghai Golf Club and the Oriental Paris Golf Country Club.

Shanghai Volkswagen Industrial Tourist Park, the Shanghai International Circuit, Shanghai Automobile Exhibition Center, and Shanghai Auto Museum all opened after 2003, in Jiading, as new Shanghai attractions. The China Imperial Exam Museum, Shanghai Auto Museum, and Shanghai Automobile Exhibition Center were completed in 2006. The Jiading Bamboo Carvings Museum opened to the public in 2007, and Waigang Guerrilla Museum, in 2008. Jiading's tourism has grown rapidly and it now has the Zhouqiao National AAAA Scenic Spot, Malu Grape Theme Park, and Huatingrenjia National AAA Scenic Spot, and has held the Shanghai Auto Culture Festival and various activities for the Shanghai Tourism Festival.
